Project Comeback Texas: Hurricane Harvey Disaster Case Management

Disaster Services Corporation-Society of St. Vincent de Paul USA (DSC) recently completed our work in the Hurricane Harvey Consortium Disaster Case Management Program called: Project Comeback Texas.

Project Comeback Texas was a FEMA funded Disaster Case Management Pilot led by the National Voluntary Organizations Active in Disaster (NVOAD). Five major NVOAD organizations participated in the leadership role of the program. Disaster Services Corp provided the financial oversight for the program and:

  • Successfully served 4,215 cases in 17 Counties in Texas
  • Worked with a new platform called DART for tracking client data
  • Accessed numerous resources from NVOAD partners, other community organizations, and local Long Term Recovery groups
  • Implemented virtual Disaster Case Management
  • Provided training and guidance on the financial requirements of federal contracts and internal compliance on the financial deliverables

Puerto Rico Disaster Case Management Program

The Puerto Rico Disaster Case Management Program (DCMP) was a federally funded Cooperative agreement with the Federal Emergency Management Administration (FEMA). Unlike other DCMPs in the states, this program was unique in that DSC worked closely with the FEMA team in Puerto Rico. The island was divided among seven providers who participated in the Disaster Case Management (DCM) program.

•DCM program served 4,985 households across 21 municipalities. 
•The municipalities served were Aguas Buenas,  Anasco, Arecibo, Caguas, Camuy, Canovanas, Carolina, Cayey, Corozal, Guayama, Juncos, Manati, Mayaguez, Naranjito, Ponce, San German, San Juan, San Lorenzo, Vega Alta, Vega Baja, Yabucoa
•The value of services provided was $6,224,653.68
•The main unmet need was Repair and Rebuild with a value of Services Provided for this Unmet need was $2,578,027.19
•Two other top unmet needs were household goods: appliances and furniture. The value of service provided for these unmet needs was $645,384.19
•This program utilized  Functional Needs Coordinator and a Child Care Coordinator who addressed any special needs of the families in the DCM program.
•Use of Digital technology to address storage of case management files and documents.
•The program the CAN (Coordinated Assistance Network) DB platform supported by American Red Cross for case management.

The DCM program was a successful program even though we had to weather earthquakes and the COVID-19 crisis. Our special partnership with The Salvation Army and local municipalities helped to promote and help many families that were in need of assistance.

Hurricane Michael - Florida Disaster Case Management Program

The DSC Florida Recovery Program is now closed out.

Volunteer Florida administered the Michael Disaster Case Management Program (DCMP) to address the needs of the survivors from Hurricane Michael. There were only three regions for this DCMP with DSC-SVDP-USA being awarded two of the three regions. Our Disaster Case Management (DCM) teams worked very closely with the Long Term Recovery Groups (LTRGs) in the various counties to address the unmet needs of the survivors.

•DSC SVDP served 11 of the 12 counties affected by Hurricane Michael.
•There were 552 clients served across all counties.
•The total value of services provides to date is $ 3,546,930.30.
•DSC has worked very closely with the Gulf County LTRG and the Inland Tri-County LTRGs in providing case management assistance as well  as materials.
•The top Unmet need  was with Repair/Rebuild  and Housing assistance with services provided in the amount of $2,692,718.44.
•In addition, DSC was able to provide through separate grants Household Goods of Furniture and Appliances in the amount of $ 318,278.95  for services provided.
•DSC developed a special partnership  with Good360 where the provided Donation in kind material such as mattresses, general household goods, flooring, asphalt shingles with an estimated value of over $ 200k.
•DSC SVDP was awarded Lowes Reconstruction grants in the amount of $25k and $35k respectively.
•DSC SVDP was also awarded a $200k grant from American Red Cross for our furniture program where DSC was able to process, order and deliver via online and other communication methods.
•Developed process for virtual case management via remote server.
•Assisted 201 Direct housing clients in find new permanent housing, repairs or purchasing trailers.
•Utilized the CAN DB platform for case management.

Hurricane Irma Disaster Case Management Program

Oregon Disaster Case Management Program - 2023

DSC, SVDP-USA was awarded the OREGON Disaster Case Management Program (DCMP) in August of 2021. In the prior year the Wildfires created such havoc and devastation that some of the survivors were forced to live in tents and trailer trailers until more suitable better housing can be provided. Wildfires can be very unique in that once a fire consumes a house there is nothing remains except for ashes and maybe a stone fireplace. DSC SVDP partnered with grass roots organizations such as Catholic Charities of Oregon, Santiam Hospital Integration and Glide Revitalization. Catholics Charities of Oregon was responsible for the following counties: Jackson, Lane, Lincoln, Linn. Santiam was responsible for Marion county and Glide Revitalization was responsible for Douglas county. There were 23 DCMs assigned to the DCM program allocated based on the FEMA registrations. To date the total number of Households opened is at 988 households. The top five  Unmet needs were Household furniture, Housing – Permanent – Relocation, Household Goods, Housing – Permanent – Reconstruction, Household – Large Appliances. To date the total value of services provided is at $ 15,661,696.03. The combination of all three organizations in addition to other grass roots organizations and the state flex funds has been able to help many families thru their recovery. This DCM program closed March 15, 2023.

Louisiana Disaster Case Management Program - 2023

Hurricane Ida made landfall near Louisiana’s southernmost seaport on August 29, 2021, 16 years to the day Hurricane Katrina slammed the Gulf coast. The eye of the hurricane stalled out right near Houma in Terrebonne parish creating extensive wind and water damage. For this particular disaster, DSC SVDP partnered with Workforce group, Emergent Solutions, Tidal basin and DePaul USA. The parishes that DSC and DePaul USA cover are Terrebonne, Lafourche, Iberia, St. martin, and  St. Mary. The number of DCMs that DSC provides to the DCM program are 19 DCMs. Four-teen DCMs from DSC and 5 DCMs from DePaul USA. The top five unmet needs are (1) Help repairing damage to the home; (2)  Housing issues for owners, renters, homeless; (3) financial issues created by the hurricane; (4) Clothing; (5) Food. The total number of open cases is 636 with a value of service provided at $ 1.3 million.

Pennsylvania Disaster Case Management Program 2023-2024

The Pennsylvania Disaster Case Management Program assisted 373 households affected by Hurricane Ida across Bucks, York, and Montgomery counties. The Commonwealth of Pennsylvania experienced severe flooding due to the impact of Storm IDA. Recognizing the widespread devastation, DSC submitted a proposal to extend its services to the three affected counties of Montgomery, York, and Bucks. Successfully securing the contract, DSC SVDP-USA has been appointed as the Administrator of the DCMP.

In alignment with the recovery process, the top five unmet needs identified by the affected households are Household Furniture, Housing – Permanent – Reconstruction, FEMA Advocacy, Housing – Permanent – Relocation, Mold Remediation, Household Large Appliances, and Housing Rental Assistance. To date, DSC SVDP-USA has contributed $942,969.17 in services to address these critical needs and facilitate the overall recovery process from Hurricane Ida.

New Jersey Disaster Case Management Program 2023-2024

The New Jersey Disaster Case Management Program launched in January 2023 and actively supported Hurricane Ida disaster recovery efforts in 12 counties—Bergen, Essex, Gloucester, Hudson, Hunterdon, Mercer, Middlesex, Morris, Passaic, Somerset, Union, and Warren—through February 1, 2024. Disaster Case Managers assisted over 525 households impacted by the disaster. The primary focus areas included housing repair or rebuild, large appliances, furniture, affordable rental housing, and rental assistance. To date, DSC SVDP-USA has allocated $1,108,695.06 in services to aid Hurricane Ida recovery efforts in New Jersey.

Michigan Disaster Case Management Program 2022-2024

The Michigan Disaster Case Management Program is actively involved in assisting 354 households affected by severe storms and flooding that occurred in June 2021 in Wayne and Macomb counties. The top priority needs for these survivors encompass housing reconstruction, large appliances, furniture, debris removal, and mold remediation. Disaster Case Managers have provided $601,585.92 by making over 2,700 referrals and services to address these critical needs and support survivors on their path to recovery.
